Rebuild the island of Listra after a military takeover and bombing of the evacuated capital. In Listra, conflict broke out due to perceived climate inaction by the previous government and the fact that humans can now communicate with animals. Rebuild the capital with tile placement to create a new kind of city landscape that encourages biodiversity. Decide on ways to remake the society with benevolent or coercive techniques while avoiding 1.5° warming above pre-industrial levels.

How to Play: Click the right hand side pile of hexagons and place them in the outlined possible areas. Match blank sides to other blank sides of the map or match a tile feature (icon) to its fellows. Rotate pieces to match the correct sides. If you can't play just click 'Blocked' to shuffle the deck.

Your aim is to acquire 3-of-a-kind decree cards in order to lower global temperatures by 0.1 degree and complete the rebuilding of Listra to accommodate biodiversity.

Green decrees cost 7 Tax Credits to implement while Red decrees cost 8 Tax Credits for the additional military might.

Failing to pass a decree in three decree rounds results in global temperatures raising by 0.1 degrees.

Passing three tyrannical (red) decrees in a row leads to an uprising and game over.
